I have a rose bush that is green about 3 inches up and rest is brown,can I trim to green to help in growth

Yes you should cut the dead wood off.

Cut off anything that is brown and check the center of the cane. If it is white or creamy it is OK. If the center is dark tan or brown cut a little further until you get to a clear white or cream center.
