roses not blooming

My established hybrid tea roses in a raised bed are producing good foliage but will not set buds. Last year I believe that I may have applied too much fertilizer. I followed directions even though I had doubts about the quantity that was recommended. That is the one variable from all the other good years. They are in a sunny location and receive water as needed. I will be doing a professional soil test thru a coop extension office.

Any thoughts?

Well, if you are living in zone 5 as the number beside your user name suggests, then you are maybe a month early to be getting blooms. My roses too are leafing out beautifully, but only the more species-like are budding now. Don't give up hope yet. It might be worthwhile to have a soil test done so that you know exactly what your dirt needs, or has too much of.
