Do roses generally only grow new basal canes early in the season or is it possible later? These are own root if it makes a difference. Thanks

Any time. Unfortunately, with repeat-blooming roses, some will come in September and October when they are doomed to freeze. Once-blooming roses tend to know better.

Thank you Michael, I have never really paid attention to cane growth but I have one bush that I was afraid I might lose. It put out 2 nice sturdy canes last month but I just pruned out 3 old canes due to significant scale and dieback. Hoping it will send out some more, this plant has special meaning to me. Any advice on promoting new canes? I fertilize with Rose tone fwiw.

Rose Tone and adequate water is about the best you can do, IMO. RT contains alfalfa, but you might get some benefit by adding more alfalfa. However, basically the rose will make more canes when it wants to. Don't try to bully it.

New canes come after you significantly prune the plant--I pruned at the end of winter--now I'm starting to see lots of basal breaks. But, if the plant is small, as is the case with most recently purchased own roots, I feel it is best to let the plant grow, and not prune away any leaves. Also, you should avoid pruning canes that have just bloomed--blooming seems to weaken a plant. Instead, you should just snap off the flowers as they fade.
