I am using a deer repellant.
Do rabbits or groundhogs also eat rose buds?
Any product to discouage all critters?

Yes, rabbits will eat rose buds. Fencing is the only good deterrent that I know of.

Not all deer repellents are effective to protect roses. Deer love roses. The only thing they love even more is the daylily buds. I tried many different repellents and for me the only effective one was Liquid Fence. It smells horrible, but is effective. You have to respray it every 5-6 days and after every rain. Don't believe any claims on any repellent that it can be applied once a month or even less frequently. The new growth and buds have to be constantly resprayed to keep deer off. No freiendly solution, if fence is not an option.

Figure out which direction the forestation is in, and give your neighbors in that area some Knock Outs. If you're lucky, the deer will eat them first and leave your roses alone.

Bought and applied some liquid fence.
Will reapply weekly!
Hope I get some more new buds soon!

I plant Rue next to all my roses it keeps aphids, rabbits and other pests away in my gardens.

You can easily determine if your buds were eaten by deer or some kind of rodent. If the remaining stems are chewed off unevenly, like bitten and torn off, it was not a rabbit, squirrel or rat. All rodents chew growth off at a nearly perfect 45 degree angle, almost as if they have been deliberately cut off with clippers. It's the way their teeth meet and it is constant. If the growth wasn't sliced off at that 45 degree angle, it was NOT rabbits, squirrels, rats or mice, but either deer, horse, cow, or other non rodent herbivore. Kim
