There's a company called Witherspoon Roses which is in Durham, NC that has a website on which the post a recipe for an all-in-one spray that they use. I haven't tried it, but they're a reputable grower, so it's probably good stuff.
1 gallon Water
5 tsp Captan 50%
2 1/2 tsp Halt (Fertiloam brand)
1 1/2 tsp Acephate / Orthene
1/2 tsp Spreader STicker
*4 tsp of liquid Sevin may be used in place of Orthene during prevalence of Japanese Beetles

Neem Oil (available at from Green Light(?) at Lowe's) is used as an insecticide and fungicide. It is non-toxic to birds and mammals (as well as my 5-year-old daughter and Isabella the Garden Cat). Non-toxic to honeybees, ladybugs, butterflies, unless you spray it right on them. Won't hurt earthmorms. Repels a wide variety of pests including the mealy bug, beet armyworm, aphids, the cabbage worm, nematodes and the Japanese beetle. Controls black spot, powdery mildew, anthracnose and rust. I use the concentrate and mix at 2 Tbsp per gallon of water.

I like it because it's easy. Since it is ALWAYS windy here, I don't have to worry about drift when I spray. I also don't have to "suit up" like I'm going into a HazMat area to spray my roses.
