My roses have white spots and then they get holes

My roses have white spots on the leaves and then they get holes. what is this and how can i fix it?

My roses seem to have some kind of fungi, it has white spots that seem to dry out then turn into holes that take the whole leaf over.

Please help.

Could you post a picture? Might be rose slugs (little worm on underside of leaves) but without a picture, it's hard to say.

Very likely the white spots are where small rose slugs have eaten off the lower surface of the leaves, making the area translucent. When they grow larger, they make angular holes. Just look at the underside and wipe then off.
