Burnt rose buds

I live in the southwestwern part of New Mexico, I have 2 rose gardens, in one the roses are fine but in the other the roses, not the leaves, are burnt before they bloom. I always water under the bushes, so as not to burn the leaves from the sun. Any suggestions? My neighbor is having the same problem. Thank You!

bugs eating the blooms could sometimes look like its burnt but its actually being eatin OR too much fertilizer or your soil is too rich in fertilizer I myself experienced burnt buds and leaves and it was due to the soil being too rich in fertilizer
or in worth case someone sabotaged your garden
