deadhead just before a hot spell, or wait?

Here north of San Francisco, a three day hot spell is predicted, beginning tomorrow. Should I deadhead my roses (all of which need it at approximately the same time) and water deeply today, or wait? (NOTE: Most important objective here is saving water.) I haven't watered at all for six weeks in our drought-like conditions, and roses seem fine with a deep mulch and what's left of the last rain. Should I make them suffer and work hard to extend their roots even deeper, or give them a deep drink first? They are all fairly mature bushes.
