concerns of Tebuconazole-Resistant Isolates

There are concerns that azole type drugs are being overused. See for example:

Specifically, does tebuconazole cause this type of mutation? Below is a very recent report that tebuconazole is no longer effective against a fungus strain that attacks wheat in New York.
