Aborted basal buds

Not sure what exactly they are called but one of my bushes(own root) has had more than 5 little bud nubs at the base of the bush that either grow a quarter inch and dry up or just start to swell and then dry up. Any ideas what may be causing this? It seems to want to put out new shoots but then changes it's mind!

It might be rose midge. It could also be premature warm weather followed by hard frosts cold enough to kill new growth. Rose midge is very difficult to control without pesticides--lots of rosarians can't even see them.

Thanks Zack! Rose midge makes sense, I found some growth at leaf axils that exhibit the same symptoms as the buds at the base. I've been trying not to spray for critters but this may leave me no choice.

I spread dual action grub killer granules (Imidicloprid+Cyfluthrin) on the ground when the temperature gets into the 70s--offers decent control--lots of blooms, but there are signs the midge is still around. I've wondered whether Spinosad might be effective on midge, but haven't read any studies.

I found Bayer dual action rose and flower spray has both the Imidicloprid and Cyfluthrin in it, it was hard to find but it does specifically list rose midge as a pest it controls, couldn't find anything else that did. I still plan on getting the granules as suggested also.
