Damage to rose buds and blooms

I have had some buds look like the photo under the rose midge question. Healthy blooms and foliage over most of the plant and then a few buds or shoots similar to that photo. Almost like the water shoots you see on bare roots. I thought it was the freeze.
This is a photo I took the other day. Please tell me this is not midge! And anybody know what this damage could be?
