Help! Winnipeg Parks Rose

I planted a Winnipeg Parks Rose 3 Years ago. The first year it did really well as a new planting, new growth and a ton of blooms. The next year it was really late (late August) leafing out, and it only produced maybe two stems and blooms. This year I am hoping for a better showing. Please help, is this normal for it to leaf out so late? Is it a sleep, creep, leap shrub? I purchased it because of its hardiness and was told it was somewhat easy to grow. It has beautiful blooms and and I would like to enjoy it for a longer season. It is located in a sheltered garden with full sunlight, but only direct for approx 6 hrs. I do have a spot that would lend for more direct sunlight hours if anybody thinks that would help!

I live in zone 5 MI and late Aug. seems very late to me for a rose to leaf out. Mine leaf out in May usually. I have Winnipeg Parks and it is very hardy for me with no or very little winter dieback. It does have beautiful blooms and is very healthy. Six hours of direct sunlight each day should be enough.

While a rose may be own root--many varieties need some cane to grow vigorously in the Spring--otherwise you get those 1 foot tall single cane roses that barely hang on. You may need to plant the rose deeply enough to protect a couple inches of cane from winter.

Okay so it has died, and after investigation I figured it drowned. Calgary had a dry winter, and horribly wet spring. I am going to try again in a higher location with more winter protection, I love this little shrub and the roses are stunning. Worth the cost and effort!!!
