Double Knock Out Rose

I have a Double Knock Out Rose that I planted last spring. Being the 1st year, it didn't do much. This year it had some beautiful roses on it, but, something is eating holes in all the leaves, and they (leaves) look like they are dying....what is left of the leaves are turning a beige color. We have also gotten alot of rain. The roses (flowers) themselves weren't looking too good either, so I cut all of them off. I thought this particular rose was supposed to be so much better than other roses, but I guess not. What do I need to buy to get rid of whatever is eating the leaves? Is it a leaf borer (sp) doing the damage? Not sure if I spelled that right. I am sending a picture, and I know it's not the best picture. Thanks.
