Rose Bush with unhealthy leaves

Rose bushes are showing unhealthy leaves
They are in a sunny area, great soil, and have been fertilized.

Can you take a close-up of some of the leaves? I can't really see very well what is going on.

Maybe also tell us the name or type of rose, how old it is, conditions in which it is planted, etc.

Is there a white powdery like substance on the surface of the leaves? If so it's probably powdery mildew. If you want you can use a fungicide to get rid of it but usually a change in the weather will take care of it too.

to me that looks like a severe rose slug infestation. The little green worms that damaged the foliage are probably long gone by now.

Yes that may be severe Rose Slug damage. Ours looked like that a few years ago...

But like others mentions if it wipes off it could be Powdery Mildew...
Your pics are not quite clear enough to tell...

Leaves look like severe rose slug damage...
Rose Slugs can be found mostly on the underside of rose leaves. (But not always)
If you can't find any on your leaves then good insects ate them or they only had one generation and are gone already for the year...

You can pick them off and squish them or try to hose them off... Safers insecticidal soap works if needed... Follow directions...
