Cardinal Richleieu grow well on the Texas Coast?

Was thinking of planting a Cardninal Richelieu on the back side of my fence and letting it grown up and drapping it over the top of the fence into my yard.

2 questions:

1) Will CDR grow well in my climate around Houston/Galveston?

2) Will it grow big enough to drape over the 5 ft tall fence in the back yard I am wanting to grow it on or should I just plant it in the yard?

Not sure about growing the Cardinal in that climate and having it bloom. Cardinal Richleieu is a gallica where it is NOT as important for it to get a lot of hibernation time to bloom. On the bright side it is very lightly armed with prickles. In my climate it can grow to five or six feet tall but it bends way over while blooming because of the weight of blooms.
