New rose growth

My old rose bed (multiple rose bushes) was cut to the ground last fall and now there is new cane growth--some are budded and about ready to bloom, others are thin stems (I believe from different roses) and growing but no indications of budding. How can I indentify which is from root stock that will never bloom and which will produce good healthy roses?
