Sorry, should have said that the roses were rather large container roses with many new blooms.

You should definitely use it on the new growth because the ideal with this product is to prevent blackspot. It will not stop blackspot once it has begun. So yes, spraying it on the new growth will protect it..

Actually it will stop the blackspot even after it starts. The leaves that are already spotted are goners, but there are leaves that have spores on them that have not shown spots yet. The Bayer spray will kill those spores.

And yes, you can spray it on new growth.
