Shrub rose

I have an existing 5 foot high shrub rose that was to be part of a new landscaping. It was slow to show any growth this spring. When the crew came to plant my other flowers they cut the bush back to the ground. This was because they did see some green in the lower branches. There still is nothing coming some two weeks later. I have watered and lightly fertilized it. I am no expert on roses but my inclination is that the bush should not have been cut back so severely? Any advice on how to go forward? Did they harm it but cutting it back?

I would not fertilize anymore since your rose has no leaves yet to take up nutrients...

All you can do is wait and see if it comes back msaudie ...
Keep it watered through any drought if that applies...

Be patient. It will eventually produce new shoots.

We had a rough winter across the U.S. If you read through past posts here you will find many many experienced rose growers lost roses over the winter. Many of us also had to cut back our roses far more than they are normally cut back due to dieback of the canes. I am guessing your landscaper noticed this was needed as well. I agree with the above posters. Patience, and stop fertilizing for now. Keep it watered, and mulch it if you can. I wouldn't fertilize it until it has had its first flush of flowers. It takes a rose a bit to recover, especially when it has to be cut down so much as the rose gains its energy through its leaves and it has less at the present time. If you would like you could post a picture so we can take a peek and see if there are any additional concerns.
