OUCH, some gallicas can bloom in a zone 9 garden but Tuscany is not one of them. As with any plant that needs a certain number of cold units during the winter to reset it's internal clock most gallicas need a few months worth of sleeping time. It is the same reason why you cannot grow apple trees in Georgia and get apples. Zone 9 is a great climate for teas, chinas and other roses that either hail from warm/hot climates genetically or have been bred to enjoy them like your Golden Buddha.

Don't guess I need to tell all the apple orchards in north Georgia they're really not growing apples! Sorry I couldn't resist!! We grow apples quite well here. Sorry I don't have a clue about your rose but I wish you the best of luck with it. Maybe you can find something similar that will grow in your climate! Take care!!
