I used a light amount of blood meal around the rose and it is still working.

Make a cylinder out of poultry fencing and put it around the base of each rose. For rabbits it only needs to be about 2' tall.

A lot of my roses died before I wised up. Go to home depot and get a roll of hardware cloth or chicken wire that is 2 feet tall and some wire. Using the wire cutters from a pair of electricians plyers cut the chicken wire into 5 foot long pieces and wire it together into cylinders. Place a cylinder around a young rose bush and secure with sticks so the wind doesn't blow it away. Use safety goggles and gloves.

Most reliable safe and harmless deterrant for deer, rabbits, etc is The Scarecrow by Contech.

Seriously, it's the only thing that's reliably worked for me and i don't have to look at ugly chicken wire, spray liquid that washes off, etc.

They're $50 but worth the investment when you consider the amount of money you put into your yard. I got mine from Do My own Pest Control. It arrived in 8-9 days. (you don't have to apply the silly beak and eye stickers. Mine's all black and can hardly see it)
There are lots of videos on YouTube about it.

At a historic house here in my town, I watched rabbits reduce a mature plant of 'Mothersday' from 4-ft, to 6-ins., and down to NADA. They're no joke.

I would surround young plants with hardware cloth until they are mature. And pray.

I have heard horror stories from other locations about rabbits... :-O

I use hardware cloth covered with green vinyl to protect my roses--less rust and looks better.

Do you grow onions? My sister grew onions in the winter. She harvested them in spring and disposed of the big leaves. You put those leaves around the young rose plants and no rabbits will come even close to them.

I recommend a terrier as rabbit prevention and deterrent.
