Repotting: How many times is too many times?

I have two roses, each in different pots (one is 16", the other 14"). They seem to be doing very well and will both be blooming very soon. I bought them both as container roses. When I first got them, I took them from their nursery pots and potted them into new pots. The one in the 16" pot was re-potted once more when I purchased a pot that I liked better.

My question: can I re-pot these again without hurting them? I'm afraid to disturb them, but I think the pots may be too small. They are getting rather large! They might be able to get away with these this season, but I would feel better if they were in bigger pots. Also, I have a layer of pebbles at the bottom, and I feel like they are taking up necessary soil space. Should I wait until next season, or just do it now?
