I will have to add a picture. They are teeny tiny holes. I think there is some whitish coloring around each hole on the leaf too. . . .

Sounds very much like rose slug larvae damage, to me.

Okay, I uploaded the photo. Can someone give me their opinion on this? Soil has a lot of pine needles on top, gets part shade.

The smaller, white spots are from rose slugs (sawfly larvae, green worms) feeing on the underside of the leaves. You can wipe them off with your thumb. See the threads linked by roseblush1.

The large circular holes are from leaf-cutter bees, which do not need to be controlled. There is a thread about them currently on the front page.

Thats what mine look like. My roses hasnt form yet due to i just planted them. But will rose slugs or whatever kill them? But what can i do about my rose bush leaves?

Pick the Rose slugs off or knock them off with hose or squish them.

Rose slugs can often be found underneath leaves and they are greenish worm like... Rose Slugs can be small or larger depending on stage of development or species...Since they are small newer rose plants just pick them off.

When they mature you want to go into action as soon as you first start seeing damage on one or more leaves of your roses...

The damage should not hurt your leaves but just make them unsightly...

My roses were pretty decent in a no spray environment UNTIL the third year I introduced pine needle mulch from the back near a field, BILLIONS of bugs.

This happened to my KO's last summer. It was those little slugs. Honestly, they did not bloom much after that so I am keeping a close eye out for them this year!
