Can anyone ID this?

My one rose bloom is getting these. I am currently dealing with beetles eating my flowers and now I have these too. I am knocking these into a jar of soapy water along with the japanese beetles. They fly away faster than the beetles though. Anyone?

Are they actually eating the roses? They look rather like predatory wasps which might be eating other small bugs, in which case they might be your friends.

strangalia famelica?? It appears to be a pollinator.
