overgrown old climber..

hello,this is my first time here.the message i put on yesterday never showed up.i have a red rose climber that is at least 60 years old.it only blooms once a year.all the blooms are on top of the arbor so can't see them.the lower canes are without leaves due to deer eating them.we have put up fencing.how do i prune this climber?i want to see more of the roses and not have them go all up on the top of the arbor.any help that you can give me will be awesonme.thanks
