Rose rust is a particular fungus disease that hardly occurs in Virginia.

Burnt tan circles on leaf margins can be from an excess of nitrogen fertilizer. I think the labeled dose of 1 cup Rose Tone per month is too high. Whether or not that is the cause, it doesn't look like a serious problem.

Buds failing to open is usually caused by botrytis fungus in cool or mild, wet weather. Symptoms can include damp gray or brown rotten spots on the outer petals and pink spotting. If you peel off the outer petals, the buds may open. It is very hard to control this problem in a garden, so you just have to live with it occasionally.

That doesn't look like a rust problem to me. Looks like you have bugs chomping on your leaves and your buds. I found this web site that shows photos of common problems with roses, what it is and what causes it.

I don't see any rust in your picture. Rust shows up as numerous little rust colored dots on the back of rose leaves. Here is a pic:
