Is it true that you should not plant roses in soil that has previously been used for growing roses ??

No, not true for the US generally. I'm constantly replanting roses where roses have grown. There is a condition common in northern Europe called "rose replant syndrome."

Just make sure to add organic material when you plant. I grow 450 roses and I have been replacing roses with better varieties and I have never had any problems.

I replant in the same spots all the time too. I've never had a rose not thrive because of rose replant syndrome.
