Weird Growth on Roses

Has anyone seen this type of growth on a long stem rose before? I'm posting this for my elderly aunt, so pardon my ignorance.

It doesn't look all that weird to me. It certainly doesn't look like the witches broom of rose rosette disease or herbicide spray. It looks like fairly normal reddish new growth. Maybe a little small but if you are in any part of this heat wave that could well be why. Frankly, that rose looks very healthy to me.

I'm in New Orleans. My aunt says it looks strange to her. It's hot here, but lately, nothing out of the ordinary in terms of heat.
