What's eating my rose?

I'm in a 6b garden and this is my first year growing roses, I love it! I'm a full scale addict.
One of my plants, Wollerton Old Hall, recently threw a 3 foot cane. On my baby rose bush it's massive.
I've noticed on a lot of the new growth that the leaves seem to be getting eaten or destroyed by something. Pics attached. The leaves are getting holes almost before they are open!
What could this be? At first I thought, leaf cutter bee. But the damage is so much... Then I thought spider mites. I've been jetting them with the hose to hopefully knock them off, if that's it. But doesn't seem to be helping.
