cutting back harrison's yellow?

this rose has gotten very leggy, sent out several runners...generally unsightly and hanging into a walkway...i'm thinking of "rebooting" the main plant--cutting it off to, what, a foot tall? i'll still have the runner plants if i kill the main one. whaddya think? and i should do it sooner than later, so there's a chance for it to grow up from the bottom? thanks so much for any advice!

It sounds like the wrong plant in the wrong place. Harison's Yellow is at its best given a lot of space to spread out and make a good clump. It's nature is to be leggy and spread out, and mass makes it look better.

It is extremely unlikely that you will kill it by hard pruning. However, it won't bloom next year.
