If you want a single large bloom with a strong stem, pick out the central or strongest bud and pinch off ALL the rest.

If you want a spray effect, pick out the central or strongest bud and pinch off THAT ONE. This also applies to floribundas, which look better in a spray.

Do these early enough so that the buds have not developed much

It sounds like what you have would be called clusters or sprays rather than candelabra. We use the latter term when several separate stems with leaves branch from a large cane.

Many roses produce only clusters, and those that are supposed to produce single blooms sometimes produce clusters. There is no particular cause. You can control it by disbudding as Nicki suggests.

I've been having huge candelabras show up on my HTs this year too. Some of them have 6 and 8 buds per stem with several stems together as well. Some are strong enough to hold them all up but others are flopping because of the weight. All the rain on them doesn't help either. That's why I think it must be because of the weather. Seems to be cool, gray and damp here all the time. I have used Miracle Gro before and didn't see this so I don't think it was that.

My HT's have been pumping out big candelabra's this season also. No complaints on my part. These are what I build my bushs on. I watch as it developes and pay attention to the lower 3/4 canes. As those lower canes start to develope, I cut out the top of the candelabra and let all the energy go to those lower canes. They always produce beautiful blooms and I usually cut half of that cane and let another one or two big canes come of of each one. I call it, building my bush strong. As far as why they show up, I like to call it "happy bushs"

I've had more sprays/clusters this year than usual on my HT's. I was attributing this to the wet rainy weather?
