Hmm, I can't find any rose of that name on HMF, but it doesn't matter what its name is. If you are in heat zone 10, I don't think you need to do anything (other than immediately FIRING the "lawn maintenance" company) except making sure it gets adequate water, and perhaps some food if it hasn't been fed for a while.

We had two 3 story roses growing on our house, which were cut way down because the house was getting painted. They bounced back really fast - by 1 year later they were at 15 feet, and by 2 years later they had reached the roof.

That's a shame! I agree, fire him! But don't worry because your rose will grow back. If he left you 3 feet of cane it should start to branch out again from there. There's no way to know how long it may take for that variety to return to it's former stature. It will depend a lot on the vigor of your rose but it will be beautiful once again I'm sure.
