Like with some plants your not supposed to repot when blooming, can you repot mini roses when they are in full bloom ?

Yes. You might want to reduce sun exposure for a couple of weeks.

Sure! As long as the whole root ball comes out in one piece without breaking up and you don't molest it much while repotting. Just water it well and put it right back where it was so as not to shock it. Putting the whole root ball into a larger pot of fresh soil usually doesn't disturb it, unless you loosen the roots in the process. I have done it with roses and many other plant types for years with no problems. Not messing up the root ball and keeping it properly watered until the roots reach out into the new soil are the keys. If you do loosen the original soil ball, definitely put it somewhere it won't get cooked by the hot, direct sun and reflected, radiated heat. But, if it's happy where it is and the soil ball remains intact, there isn't any reason why it wouldn't be happy right back where it was originally. Kim

I do it all the time! Try not to disturb the root ball or as little as possible when up potting it and keep it well watered for a while and it should do fine. I've repotted everything from minis to full grown climbers while in bloom and have never had any problems.

If you want to do root pruning and soil replacement in the same pot then it's best to cut them back some first. I've found that when I have to root prune them the smaller root ball has trouble keeping all that leaf and cane hydrated. By pruning them down first they're better able to keep the plant fed until they get reestablished.
