Just something roses do when they are feeling stressed. Try a bit more water and see if the sitch improves.

Roses need a well hydrated vascular system to function at top capacity and produce those "catalog picture" blooms. During hot weather, it's very difficult to get them to that state because the heat causes the upper parts of the plant - mostly the leaves - to slow down their metabolism and that signals the roots to slow down their water intake.

Roses don't need extra food during very hot weather. In fact, they need less.

This is all part of a natural process - but the roses don't necessarily look good while it is happening.

Keep the soil around the roots evenly moist. One of the best gardening tools you can get is a soil moisture meter. If the soil moisture in the root zone is at the proper level, don't worry so much about how the blooms look. If a bloom looks ratty, remove it,

You also have to remember that it isn't the weather you're experiencing when they open that may have caused a problem. It's the weather they were experiencing while the buds were forming that caused it. So you have to think back to a few weeks ago when those buds first started to grow. I have some now that are not so great because our weather was very hot about 3 or 4 weeks ago. The ones forming now in cooler weather will be better.
