I noticed on one of my Knockout rose bushes that some of the leaves have what appear to be eggs. Is is bad? should I spray?

no, just squash them.

They could be beneficial. Ladybug eggs look like that, only yellow. You could mark the leaf with a ribbon and check in a few days to see what kind of larvae or nymphs emerge and whether they are eating the leaf.
