Why does J&P ship roses so late?

So I was always curious about this - J&P selects a timeframe to ship your roses for you based on their opinion of what time is best for your zone. So in my zone 6b, they are shipping their tiny own root roses at the end of September. So I will be planting own root small bands in October. I did it last year and they survived but it seems like it is against everything I have read. If the orders were placed at the beginning of August/end of July, what could be the reason for their waiting? Everyone else seems to suggest planting a minimum of 8-10 weeks out of first frost so why would their experts advice differently? Any thoughts?
