If it is windy in the area where they are planted, I would say to cut them down to shoulder height. Stake them if needed, but if it gets windy, the staking could be worse than leaving them unstaked. Prune again in the spring.

Actually you have 4-8 weeks of growing weather left, probably enough for another flush of bloom if they are still getting enough sun. It takes a freeze of around 27 degrees to injure the new growth.

You are right to be concerned about spindly roses breaking over with snow, ice, or wind. Topping them to 4' and re-pruning in spring is what I would recommend.

I would wait until after that rose-stopping frost. Otherwise you may be sacrificing future fall bloom and encouraging new growth lower on the plant that will be killed.

Don't want to take a chance of them breaking off at the ground for a couple of blooms.
