I've had roses bushes survive with no damage during hurricane Sandy yet the fence was blown down. Not only did that fence come down but it flattened a rose bush in the process. Once we lifted the fence and go the rose bush back up we could see there was no damage to my rose bush. You would be surprised at what a rose bush can withstand. I would not cut back a rose bush based on predictions of wind. If a branch breaks off so be it. I would just trim it a bit after it breaks..if it breaks at all. Personally I would leave it alone.

Leave it alone or stake it but I wouldn't cut it since it has buds on it. 55mph shouldn't be a big problem.

It sounds like this is the first mature growth on a young plant? Later, the rest of the plant should catch up to the height of this one.

Tie it up so it wont scratch anything or tear itself when it blows around. I am starting to do that now. The plants do much better when they aren't ripping themselves up in the wind
