what causes new growth to turn brown and die?

I'm having this problem on a widespread basis. I've been spraying with Honor Guard in case it's a fungus but I can't seem to get a handle on it. All the new growth my roses (bands and established bushes) are putting out is turning brown or even black, shriveling up, and dying.

Can botritis cause this? I don't have any blackspot or PM to be noticed on any of the established leaves, but the flowers I am getting have been affected by botritis with the cool fog we've had. I thought spraying would take care of it but...no go.
