Yes, that's 'Brass Band'.

Mine is easily 8' if I don't keep it hacked back, and would get taller given the chance. It's somewhat slow to establish, but once it does establish, it gets big and tall. At least here.

hoovb, thanks so much for replying. I want to take cuttings & now can label it properly instead of calling it 'orange rose'.

It's in my neighbors front yard & want to wait for spent blooms before taking cuttings. I've been waiting 2 weeks. Those flowers really last & every one is a different color. Really beautiful.

Here in zone 6b, the summers are hot & humid. This rose came thru like a champ & still has lots of flowers. I really hope my cuttings take.

Hybrid teas are typically 5' - 8' tall (depending on the variety) in central NJ, especially those with mature root systems. I think no one has submitted an update at HMF on this one.

'Brass Band' is unusually susceptible to stem canker, such that my neighbor's stayed about 3'. I am a little surprised that your neighbor's got that large in an eastern garden. It is a nice rose, though, and resistant to blackspot in some gardens.

In agreement with Michael about the susceptibility to stem canker.
I was used to mine getting about four feet tall by fall, and then I visited the St. Louis Botanical Garden where they do have winter and theirs were cut back every fall and they made a spectacular sinusoidal hedge about three feet tall by fall.

Never judge a rose by the colors it is in late fall, because they won't be the same midsummer. I expect Brass Band to be more yellow FWIW.

This bush was more of an orange during the summer, not yellow at all & looks pretty healthy to me. thanks for the info.

It's very healthy here. It is a slow repeater when young, but gets better and better as it gets larger and larger.
