Found a root left in ground

We dug up and moved a climbing Clotilde Soupert that was growing on its own roots. I found a piece of the root still in the ground that was about 18" long. Will a new bush grow from this one root?

It POSSIBLY might. If you plant something you really want over that root, it will definitely grow. If you leave the spot open in preparation for it to fill it, the root probably won't grow. Roses definitely have senses of humor! I have many types coming back from roots left in the ground after moving pots which had grown through the bottoms. It hurts digging and dumping them. Good luck. As Kim says. I have fished a Lady Hillingdon out from under Etoile de Lyon and a Clementina Carbonieri from under Gruss an Coburg, both of them growing from roots of roses that were "removed" prior to the new tenants being installed. I have pulled Reine des Violettes out at least three times. In the case of the salvaged Lady Hillingdon, I found it a better-suited spot and it is now a glorious plant whereas it was dreck before, so that was a fortunate second chance.

It sure can. I have 2 own-root roses that I moved, and they are growing from roots left behind.

My luck and I would have a fabulous Doctor Huey (that rose sense of humor). I think I have 3 Doctor Hueys to dig up at the rental we are rehabbing.

I have a Mary rose growing up under a La Reine. She blends in and then puts out a flower now and then. Too much trouble to get her out. The same with the pesty blackberry in my Othello.

Wife of Bath is trying to come back from a root and so is International Herald Tribune. I took it out because it never did well in its hot spot and I wonder if the new one will do better (probably not, sigh). Unfortunately the monster day lilies that were crowding everything and hogging the water are also trying to come back around the irises I planted in their place. I'm continually having to pull up the little demons.

I've frequently had roses come back from the root. We thought we'd dug out Silver Moon in the cemetery and saw no signs of life for a couple of years. Then, voila! Some canes with its unmistakeable shiny foliage emerged. We took it out because some people objected to it climbing the nearby oak tree. This time, I'm ignoring them and am looking forward to it cascading down from the branches overhead.
