Chapeau de Napoleon mystery

I bought this as an own-root band in '12 and not knowing where it was going to go, planted it in the "transient bed" in veg garden where it thrived. This year I decided to move it to the rose garden. It has multiple canes and it is over 2' tall. When I dug it up, I was surprised to find the main plant, and a totally separate cane, rooted without any connection to main plant, and with flower buds!
Could there have been two little rooted plants in the band? The smaller plant is definitely not as large as the main one.

It's not uncommon to stick more than one cutting in a band or pot.

Many producers strike multiple cuttings per pot to produce a retail ready looking plant faster. It hedges against one or more not taking so there is sure to be one in the pot. Sequoia used to do that all the time until Mr. Moore decided it wasted material so he had them only put one per pot. They could produce more plants with what they had, but it took longer for them to be ready to sell. Kim

That is SUCH a beautiful rose! I had never seen it (in person) until recently, and I fell completely in love with it.
