What is this growth on my MAC?

Hi everyone,
I'm new to gardenweb and already have lad lots of help on this forum regarding soil pH and fertilizing.
Now I'm asking for some help identifying this white growth on my MAC rose. Thanks so much for your input.

Is it frothy…like frothy milk? If so it's spittlebug. Evidently they don't do much damage. I can't tell if it's frothy or sticky like spider web…
If its sticky it's mealy bug….I guess! LOL

I took a look at the link, there isn't anything like that on the rest of the plant. Just the picture I posted. Kinda reminds me of powdered donuts. I cut off the branch. Could this be scale?

If it was water soluble, it may have been bird poop.

I'm seeing it on a lot of plants around here lately- I was told it was from spittlebugs.

Apparently, they will dine on plant sap, but unless there are lots of them, they don't really do much damage, and are only around for a few weeks anyway. At least that's what I read online- others may have a different story...

I had spittle bugs getting on some tall grasses several years ago. They were single greenish leaf hopper looking things about 2-3mm long; and they were surrounded by what could be best described as looking like spit. I remember being surprised that so much 'spit' could be made by a single bug.

Thanks y'all. I googled mealy bugs and spittle bugs. I think it's mealy bug. There isn't anything that looks like spit at all. I'll keep an eye out, hopefully it's just an isolated incident. Thanks,
