Rose sawfly

Hi All! I am looking for help on my rose sawfly problem. It is extremely bad in my garden this year and the larvae have stripped some of the roses bare. I try to handpick the little nasties off by hand, but I missed a couple of days and in my absence they have just destroyed the leaves of some of my plants. I understand that they overwinter in the ground, and as I do not have any mulch on my ground I am wondering if mulching with wood chips might help for next year. I am grateful for any input you have. Thanks.
