Short OGR with nice leaves

Looking for short OGR for front of border. Most important is that the leaves look nice all summer and have BS resistance like cast iron. My gallicas and albas seem to wear the best...but albas aren't what I'd call short so...gallica, maybe? Mosses are good too, but they're also big. Some don't have the prettiest leaves though (I'm talking about you Tuscany Superb!) Looking at my roses so far, my Rook looks the nicest right now in this respect (but it is a newbie). 3' H roughly would be good. Also something that doesn't spread too much. Open to any and all suggestions. Color can be anything, but not too dark (it will be joining Queen of Sweden and Princess Alexandra or Kent).

I guess it wouldn't have to be an OGR either, but I really only want it for a single flush.

White Pet and Marie Pavie are polyanthas, and are frequent bloomers. White Pet especially has very nice dark green leaves and seems to be healthy almost everywhere. Blue Mist is another polyantha with pretty lavender flowers and small leaves. All are short growers, at least for me.

I've got Belle Herminie which is stated to stay in the 2 - 3' range. She's only a band from this year, so don't know about disease resistance. Also, own root so not sure how she will spread either.

some of the spinosissimas have a rather good presence - they maintain a hummocky shape, not dissimilar to a hebe, with ferny foliage while some of the smaller species such as R.nitida or R.foliosa or R.blanda have interest throughout the year with clean leafage and a good show of autumn heps.

Check out the Portland Damasks....Comte de Chambord & Rose de Rescht are two I grow. They are one of the hardier repeat blooming OGR's in my z4 garden. They grow about 3' tall, fragrant, a good repeat & good BS resistance for me. About the only problem I seem to have with them is spider mites.

Marchessa Boccella aka Jacques Cartier has the nicest leaves of my Portland roses. Rose de Resht doesn't defoliate but the leaves do get a form of blackspot without spraying which I not-too-affectionately call "damask crud"... maybe in your zone that doesn't happen. Of my shorter-growing gallicas, Belle de Crecy and Alice Vena have nice leaves.
