Rose rosette?

I think I know the answer to this before I ask, but...

Would you experienced rosarians please take a look and tell me what you think? One of my three Darlow's enigmas has stunted, red, thorny new growth. Just please somebody confirm it so I don't feel as bad yanking it out of the ground. :(

Thanks - it's gone. Will replace it in the spring, and hope for better luck then. :-/

Yes, it is. I have a rose in my yard that I cut all the canes off of it and was going to dig up the stump. it put out some new growth and it looks just like that.
