can anyone tell me what this is?

It's early to tell, but by all appearances it looks like RRD. Have you or your neighbors sprayed any Roundup lately? Sometimes herbicide damage mimics RRD in new growth, but it's better safe than sorry. Keep an eye on it.

Right now, I would cut that entire cane out of the plant. Viciously.

Then wait to see if the growth reoccurs. If it does, dig up and bag up all parts of the plant then throw it out. Take no risks of spreading the virus.

What about a weed and feed application by yourself or your neighbors?

Henry, no chemicals of any kind were used. The last 'feed' I used was a banana peel. The only culprit I can think of is the family of wild cats who love my back deck (this rose is in a pot on the deck), use my furniture for naps & periodically dig in my pots. Or maybe it's the squirrels digging to hide their winter food. I often find potting soil strewn around the pots where there's been digging.

Cats could have northing to do with this. Take the whole cane down to the crown or graft immediately. Every day you wait increases the likelihood of rosette disease becoming systemic in the whole plant.

If there has been no recent herbicide applications of any kind, then I would also suggest that you take back the cane to the crown of the plant. Even that may not save your rose, but it is a noble first step.

I cut the affected canes down to the graft, but did leave the canes that looked normal. is that ok or should I cut them all down?

Just cut the affected cane down to the graft.

Just the affected cane is sufficient. I hate to be a Debbie downer, but this often is not enough once offending growth is seen. It is a slim chance for rescue, but I hope it all works out for you! If the growth comes back, be brutal and throw out the affected plant. You can always replace one rose; replacing all of them because it spreads would be devastating.

After cutting the cane to the graft, I suggest that you spray the rest of the plant with drug store 3% hydrogen peroxide.

I'm not giving up without a fight. Brother Cadfael wasn't my favorite, but still is practically a member of the family. I'll pick up some hydrogen peroxide, spray & hope for the best.

On the bright side, if I can't save the rose I get to order a new one. Am I correct in thinking I should stick to own-root, or does rrd affect both own-root & grafted?

RRD affects BOTH own-root and grafted.
