Planting Question - Bands in one gallon pots

This may be a silly question but I do not know the answer so here goes...

I garden in zone 9. I have roses received as bands that have been growing in one gallon or two gallon pots since July. Why is it okay to leave them in their pots, sitting on the ground in my backyard, throughout the winter, versus planting and surrounding them with mulch? I am thinking that they will continue to grow whether they are in the ground or a pot. It just seems that the ground and mulch would provide better insulation/ protection...or not? What am I missing here?

In the next week or so, our lows are expected to hit 42/43 with highs in the upper 60's low 70's for weeks. We do not become cold to my Southern California conditioning until we hit mid to late December, where the lows can average in the upper 30's with 50's and low 60's for the highs. January is cold. The lows for a few days could hit 26-30 although 26 degrees is infrequent. Is the timing of this just to cold to have them in the ground?

Please advise.

They are OK in the pots but will develop faster and with less trouble for you if you put them in the ground. If 26-27 F impends, you can cover with buckets for the night.

Personally I would go ahead and plant them now. That is what I usually do and they seem to be fine. I know some keep them in pots longer but in our climates, I think they will be fine.
