suckers taken mid November suggestions

my inlaws had me to pull up a few suckers of Wasagaming. They are in Maine so their roses are already dormant.

I am in Baltimore. The suckers have a few fine roots. What would you do with them this time of year?? It got up to 60F today.

Plant them outside? How deep? Cover them with an open milk jug?
Pot them up and keep them in a dark unheated garage?

Plant them in clear plastic cups with well drained soil (poke holes in the bottom), water them, put a Baggie over them, and set them where they get indirect sunlight. Once the roots fill the cup take them out and pot them up to a one gallon.
