Home Made Seed Starter Mix...ratios, amounts...

I would like to build a home made seed starter mix consisting of Canadian peat, perlite, and dolomitic lime. It would be intended for peppers under HID lighting for 8-16 weeks until plant out. How do I begin? How do I determine quantities of each ingredient, especially the lime? Thanks.
