Flowering Cherry Tree Kit (Prunus serrulata)

Hello,

Just got back from DC and my partner bought a Flowering Cherry Tree kit to commemorate the trip and add to our garden. Wondering if it's too late to start it from seed this spring, or if I should wait until next year.

In brief, the instructions say to soak the seeds in hot water (boil then let it sit for 15 mins then add seeds) for 24 hrs, put the seeds + soil mix in fridge for 30 days, remove and put in a warm sunny spot, then the seeds will spout in a few weeks.

The kit doesn't suggest when the process should be started, when the best time to plant the seedling outside is, or how big it should be to give it the best chance of survival.
